This report presents a summary profile six metropolitan courts that share successful histories in managing problems of court delays, together with detailed information and sample forms and materials from one of the courts, the Montgomery County Court of Common Pleas in Dayton, Ohio.
Abstract
The introduction notes that the six courts regard delay as a disease that interferes with their ability to carry out their mission and presents a framework of the 10 elements required for to maintain the organizational health required for timely disposition of cases. These 10 elements are information, judicial responsibility and commitment, education and training, backlog reduction and inventory control, communications, mechanisms for accountability, administrative staff involvement, and caseflow management procedures. The materials on the Montgomery County court and the jurisdiction served include demographic information, a description of the court structure, policy and procedure documents relating to adult probation, materials relating to drug abuse assessment and urinalysis, and information on program results.
