THE CRANFIELD CONFERENCE ON THE PREVENTION OF CRIME IN EUROPE ADDRESSED THE CONCERN THAT A REACTIVE STYLE OF POLICING IS DEVELOPING AT THE EXPENSE OF THE PREVENTIVE, AND THAT MOST COUNTRIES ARE EXPERIENCING GROWING CRIME.
Abstract
POLICYMAKERS AND PRACTITIONERS FROM 13 COUNTRIES ATTENDED, AND THE INTRODUCTORY SPEECHES WERE GIVEN BY THE BRITISH MINISTER OF STATE, HOME OFFICE, AND THE STEERING COMMITTEE CHAIRMAN AND FORMER CHIEF INSPECTOR OF CONSTABULARY TO HER MAJESTY. THE MAIN PAPERS WERE GIVEN BY GOVERNMENT REPRESENTATIVES FROM FRANCE, GERMANY, HOLLAND, AND THE UNITED KINGDOM; SUPPLEMENTARY PAPERS WERE USED FOR GROUP DISCUSSIONS. ALSO INCLUDED WAS A 1977 REPORT SYNOPSIS OF THE COMMITTEE OF INQUIRY ON VIOLENCE, CRIMINALITY, AND DELINQUENCY, CHAIRED BY THE FRENCH MINISTER OF JUSTICE. OTHER CONFERENCE PROCEEDINGS INCLUDED CASE STUDIES OF PREVENTIVE POLICE PROJECTS IN GERMANY, HOLLAND, AND ENGLAND; AN ASSESSMENT OF PREVENTIVE POLICING IN TERMS OF CURRENT RESEARCH EVALUATION AND EXTREME PRACTICAL PROBLEMS; AND SYNOPSES OF DISCUSSION GROUP REPORTS CONCERNED WITH POLICE AND COMMUNITY ISSUES. SUMMARIES WERE GIVEN BY A GOVERNMENT PROFESSOR AT THE UNIVERSITY OF MANCHESTER, AND BY THE SECRETARY GENERAL OF INTERPOL. AMONG THE CONFERENCE CONCLUSIONS WERE (1) THAT PREVENTION IS A CENTRAL POLICE FUNCTION, (2) THAT IT IS NOT A MATTER FOR THE POLICE ALONE, (3) THAT PREVENTION SHOULD BE MULTI-DISCIPLINARY, AND (4) THAT ALL RELEVANT PROFESSIONS AND INSTITUTIONS SHOULD HELP GOVERNMENT AND PROFESSIONAL RESOURCES MOBILIZE SOCIETY FOR SELF-CARE AND SELF-REGULATION. CONFERENCE MEMBERS ALSO CONCLUDED THAT (5) THERE SHOULD BE GREATER INTERNATIONAL COLLABORATION FOR POLICE AND OTHER CRIME PREVENTION PERSONNEL, (6) THAT IDEAS AND INFORMATION ABOUT PREVENTIVE PROBLEMS, PROJECTS, AND METHODS OF ASSESSMENT SHOULD BE EXTENDED AND CENTRALIZED, AND (7) THAT PREVENTION SHOULD BE DEVELOPED AT LOCAL, NATIONAL, AND INTERNATIONAL LEVELS.
