Abstract
THIS WORK PRESENTS THE COMMISSION'S FINDINGS AND ITS PROPOSED LEGISLATION. THE COMMISSION DETERMINED THAT THE SINGLE MOST FRUITFUL AREA OF FRAUD WAS ILLICIT USE OF STOLEN AND LOST CREDIT CARDS. OTHER FRAUDULENT CREDIT CARD PRACTICES, SUCH AS UNDETECTED FICTITIOUS APPLICATIONS, ARE ALSO DESCRIBED.
