RESPONSIBILITIES OF BUSINESS OWNERS, ARCHITECTS, POLICE, AND THE FEDERAL GOVERNMENT ARE DEFINED IN THE REPORT ALONG WITH RECOMMENDATIONS FOR ACTION. TECHNOLOGICAL AND INSURANCE IMPROVEMENTS NEEDED ARE SPECIFIED.
