This handbook instructs campus police officers and their administrators in all aspects of controlling crime within their jurisdiction.
Abstract
The opening chapter documents the scope of crime on college campuses, labeling it as a major issue in campus life for the last decade of the 20th century. A chapter on the authority and jurisdiction of campus police addresses their proper role, factors affecting jurisdiction, "fresh" pursuit and assistance to other agencies, and oversight concerns (proper training and policies). A discussion of campus arrests and criminal court procedures covers when an arrest can be made, civil liability for an improper arrest, confessions, and citizens' arrests. The review of criminal court proceedings addresses such issues as pleas, pretrial motions and discovery, bail bonds, right to an attorney, and the criminal trial. A chapter on campus searches and seizures considers how search warrants are obtained, warrantless searches, tips and informants, entrapment, storage and preservation of evidence, and electronic eavesdropping. Other chapter topics are campus judicial proceedings, order maintenance, white-collar crime on campus, violent crime on campus, juvenile case processing, the campus officer as witness, and the civil and criminal liability of campus police.
