Abstract
Although the California Crime Index (CCI) rose 3.2 percent from 1990 to 1991, the rate of 3,503.3 is lower than the 1980 peak rate of 3,905.5. A review of the 1952 to 1980 period shows that the CCI rate increased 334.9 percent. From 1980 to 1991, the CCI rate decreased 10.3 percent. From 1986 to 1991, violent crimes (willful homicide, forcible rape, robbery, and aggravated assault) increased 17.3 percent in rate. Property crimes (burglary and motor vehicle theft) decreased 1.4 percent in rate. From 1990 to 1991, the violent-crime rate increased 3.8 percent; the property crime rate increased 2.9 percent. From 1990 to 1991, willful homicide and robbery rates increase 5.9 percent and 8.8 percent respectively. From 1990 to 1991, there was an 11.5- percent decrease in the total arrest rate. Juveniles accounted for 13.7 percent of arrests. Felony arrests for drug offenses dropped 15.9 percent from 1990 to 1991. In 1991, 44.9 percent of misdemeanor arrests were either alcohol-related or drug-related. Approximately two-thirds of adult felony arrests resulted in a conviction in 1991, and from 1986 to 1991 there was a 63l.2-percent increase in the rate of prison commitments. 47 tables and a glossary
