DEVELOPMENT OF AN ACTION PLAN AND AN ASSESSMENT OF PROGRESS MADE IN IMPROVING THE CRIMINAL JUSTICE SYSTEM, REDUCING SERIOUS CRIMES, AND PROVIDING PREVENTIVE AND REHABILITATIVE SERVICES FOR ADULTS AND JUVENILES.
Abstract
THE REPORT DISCUSSES DEMOGRAPHIC AND CRIME FACTORS, CRIMINAL JUSTICE ACTION AGENCIES, PUBLIC INVOLVEMENT, AND THE CRIMINAL JUSTICE PLANNING AGENCIES IN THE AREA. METHODOLOGY INCLUDES A DEMOGRAPHIC AND CRIME SUMMARY FOR THE AREA, A FUNCTIONAL DESCRIPTION OF THE TARGET CRIMINAL JUSTICE SYSTEM, IDENTIFICATION OF PRIORITIES FOR IMPROVEMENT, A DESCRIPTION OF PRIORITY PROBLEM AREAS, THE PLAN OF ACTION, AND AN ASSESSMENT OF PROGRESS, TOGETHER WITH RECOMMENDATIONS FOR THE FUTURE. PARTICULAR PROJECTS IMPLEMENTED BY THE PILOT CITIES PROGRAM ARE DESCRIBED, AND THE IMPACT ON EXISTING PARTS OF THE CRIMINAL JUSTICE SYSTEM IS NOTED. NUMEROUS TABLES PROVIDE DATA ON PERSONS AFFECTED AND TIME AND MONEY SPENT. MAJOR FINDINGS AND CONCLUSIONS ARE THAT PROGRESS HAS BEEN MADE IN LOWERING THE CRIME RATE, THAT INTERAGENCY COOPERATION AND COORDINATION HAVE INCREASED SUBSTANTIALLY AS HAVE PUBLIC AWARENESS AND INVOLVEMENT, AND THAT THERE HAS BEEN CONSIDERABLE IMPROVEMENT IN LOCAL AND NATIONAL PRIORITY AREAS.
