A DISCUSSION OF VARIOUS FACTORS RELATING TO THE PREVENTION OF CRIME AND THE TREATMENT OF OFFENDERS IN SCOTLAND.
Abstract
IN THE COURSE OF THIS REVIEW WE IDENTIFIED A NUMBER OF SUBJECTS WHICH, IN OUR VIEW, MERITED PRIORITY CONSIDERATION IN THE SCOTTISH CONTEXT, INCLUDING THE POSSIBILITY OF INTERVENTION TO PREVENT ACTS OF VIOLENCE OCCURRING, THE REDUCTION OF OPPORTUNITIES FOR THEFT, THE PLACE OF THE FINE, THE ROLE OF THE SCHOOL IN THE PREVENTION OF DELINQUENCY, THE PART PLAYED BY THE MEDIA AND GENERAL DETERRENCE, PROPOSALS FOR RESTITUTION AND REPARATION BY THE OFFENDER, AND ASPECTS OF PHYSICAL PLANNING AND SOCIALLY DEPRIVED AREAS IN RELATION TO CRIME. SUB-GROUPS OF THE COUNCIL, STRENGTHENED BY THE CO-OPTION OF SPECIALISTS IN THE RESPECTIVE FIELDS, WERE SET UP TO BRING UNDER REVIEW THE FIRST THREE OF THESE TOPICS AND THE REMAINDER WERE EXAMINED BY INDIVIDUAL COUNCIL MEMBERS. THEIR REPORTS WERE SUBSEQUENTLY SUBMITTED FOR CONSIDERATION BY THE FULL COUNCIL. THE RESULTS OF THIS WORK ARE SUMMARISED IN CHAPTER 4 OF THIS MEMORANDUM. IN CHAPTER 2 AN ANALYSIS OF THE PRESENT CRIME SITUATION IN SCOTLAND IS PRESENTED AND IN CHAPTER 3 A SUMMARY OF THE PRESENT MEASURES FOR PREVENTION OF CRIME IN SCOTLAND. CHAPTER 5 OUR ASSESSMENT OF SOME OF THE MAIN ISSUES IN THIS FIELD ARE DELINEATED. (AUTHOR ABSTRACT)
