A DISCUSSION OF LEGAL, SOCIAL AND PERSONAL IMPLICATIONS OF CRIME, RECOMMENDATIONS FOR CRIME CONTROL, AND SIX ADDRESSES PRESENTED AT THE CONFERENCE ARE INCLUDED.
Abstract
DELEGATES TO THE CONFERENCE INCLUDED MAGISTRATES, PROBATION OFFICERS, POLICE OFFICERS, SOCIAL WORKERS, PRISON OFFICERS, ALDERMEN AND COUNCILMEN. CAUSES FOR CRIME, VIOLENCE, LOCAL AND COMMUNITY RESPONSES AND SOME COUNTERMEASURES TO CRIME WERE DISCUSSED. THE CONFERENCE MEMBERS CONCLUDED THAT CRIME IS ENDEMIC TO MAN AND THAT TOTAL COMPLIANCE WITH THE LAW IS ABNORMAL, THAT MORE INSERVICE AND INTERDISCIPLINARY TRAINING IS NECESSARY, AND THAT MORE POLICE OFFICERS SHOULD BE PUT BACK ON THE BEAT. THE SYNDICATE PROPOSALS GENERATED AT THE CONFERENCE INCLUDED SUGGESTIONS TO INCREASE VICTIM COMPENSATION, TO HAVE ALL PERSONS OVER THE AGE OF TEN SUPPLY THEIR FINGERPRINTS TO A FINGERPRINT REGISTER, TO HAVE ALL PERSONS OVER 18 CARRY SPECIAL IDENTITY CARDS, TO HAVE JUDICIAL SENTENCES WHICH INCLUDE A STATUTORY MINIMUM PENALTY, AND TO INSTITUTE A POLICE LIASION SCHEME FOR FIRST TIME OFFENDERS ABOVE THE AGE OF 60 YEARS. ADDRESSES ON SOCIAL CHANGES AND DELINQUENCY, A POLICE VIEW OF CRIME, CRIME CONTROL METHODS, THE ROLE OF THE COURTS, AND THE FUNCTIONS OF THE PAROLE BOARD ARE INCLUDED. (AUTHOR ABSTRACT MODIFIED)
