Abstract
This report presents an analysis of crime in Delaware for the years 2003-2008 as collected through the National Incident-Based Reporting System (NIBRS). Highlights from the analysis include: a decrease in the overall crime rate in 2008, compared to the increased rate in 2006; an 111.1 percent increase in homicides statewide between 2003 and 2008; a decrease in violent crime between 2007 and 2008, compared to an overall increase in violent crime between the period 2003 and 2008; between 2003 and 2008, assaults accounted for 78.3 percent of all violent crime; an increase of serious property crime of 9.6 percent between 2003 and 2008; and a 3-percent decrease in drug crimes between 2007 and 2008 compared to an overall increase in drug crimes of 24.6 percent between 2003 and 2008. Since 2000, 100 percent of Delaware's 53 law enforcement agencies have reported NIBRS data to the statewide repository. NIBRS is an incident-based crime reporting system used to collect data on each single incident and arrest within 22 offense categories. Data collected include nature and type of specific offense; characteristics of the victim and offender; types and value of property stolen and recovered; and characteristics of those arrested in connection with the incident.
