THIS 1978 REPORT OF SUMMARY STATISTICS ON CRIME IN HAWAII, PART OF THE UNIFORM CRIME REPORTS, PROVIDES RELIABLE INFORMATION TO LAW ENFORCEMENT OFFICIALS.
Abstract
THE UNIFORM CRIME REPORTS (UCR) PROGRAM FOR HAWAII HAS BEEN IN OPERATION SINCE 1975. THE REPORT OF SUMMARY STATISTICS IS BASED ON REPORTS OF FOUR COUNTY POLICE DEPARTMENTS AND THE STATE ATTORNEY GENERAL'S OFFICE. CRIME STATISTICS ARE REPORTED FOR CRIMINAL HOMICIDE, FORCIBLE RAPE, ROBBERY, AGGRAVATED ASSAULT, BURGLARY, LARCENY AND THEFT, AND MOTOR VEHICLE THEFT. SPECIFIC CHANGES MADE IN THE UCR'S FOR HAWAII RECOGNIZE THE STATE'S UNIQUE RACIAL BREAKDOWN. THE SIX RACIAL CATEGORIES USED BY THE FBI ARE EXPANDED TO INCLUDE FILIPINO, SAMOAN, KOREAN, HAWAIIAN/PART HAWAIIAN, AND ALL OTHERS. PREVIOUSLY, THE 'OTHER' CATEGORY IN THE FBI REPORTS COMPRISED ALMOST 50 PERCENT OF ALL ARRESTS. A SECOND CHANGE IS THAT REPORTING POLICE DEPARTMENTS ARE REQUESTED TO BREAK OUT RACIAL CHARACTERISTICS OF MURDER VICTIMS TO CONFORM WITH ARREST CATEGORIES. LARCENY THEFT REMAINED THE LARGEST CATEGORY OF INDEX CRIME SHOWING AN INCREASE OF 11.3 PERCENT OVER 1977, AND CONSTITUTING 61 PERCENT OF ALL INDEX CRIMES. MURDER AND AGGRAVATED ASSAULT DECREASED WHILE INCIDENTS OF FORCIBLE RAPE AND ROBBERY INCREASED. CRIMES INVOLVING PROPERTY AND COMMITTED WITHOUT FORCE INCREASED 7.7 PERCENT OVER 1977. THE TOTAL VALUE OF PROPERTY REPORTED STOLEN WAS OVER 30 MILLION DOLLARS WITH RECOVERY OF 27.3 PERCENT COMPARED WITH THE PRECEDING YEAR. MURDERS HAVE DECREASED FROM 64 AS REPORTED IN 1977 TO 60. FIREARMS WERE THE MOST FREQUENTLY USED WEAPON. THE REPORT CONTAINS TABLES SUMMARIZING THE OFFENSE STATISTICS. THE APPENDIX GIVES UNIFORM CRIME REPORTING DEFINITIONS. (RFC)
