Following a UCR mission statement, an introduction discusses the Illinois UCR Program, considerations for interpretation, reporting agencies, agencies in noncompliance, the Crime Index, the crime rate, and the classification of Crime Index offenses. Section I focuses on crime trends, State total Crime Index offenses, downstate Crime Index offenses, and Chicago Police Department Crime Index offenses. The Crime Index total for 1994 was 664,390, compared to 661,386 in 1993. There were 126,101 violent crimes in 1994 compared to 125,381 in 1993, and property crimes reached 538,289 in 1994 compared to 536,005 in 1993. Section II presents Crime Index offense/crime rate data for the State as a whole and as reported by various law enforcement and security agencies, including police departments, sheriffs offices, colleges and universities, the Secretary of State, counties, the State police, hospitals, railroads, park districts, airports, and "other agencies."
