THIS 1974 REPORT OF CRIME IN INDIA CONTAINS DATA ON CRIME IN STATES AND CITIES; SPECIAL CRIME SUCH AS DRUG OFFENSES, ARRESTS, JUVENILE DELINQUENCY; DISPOSAL OF CRIMINALS; POLICE STRENGTH; AND RECIDIVISM.
Abstract
REPORTED CRIME UNDER THE INDIAN PENAL CODE (IPC) INCREASED OVER 10 PERCENT FROM 1973; FROM 1964-1974, CRIME INCREASED OVER 57 PERCENT, WHILE THE POPULATION INCREASED ONLY 25 PERCENT. ALTHOUGH ALL MAJOR CRIME HAS INCREASED SUBSTANTIALLY OVER THE PAST 10 YEARS, THE GREATEST INCREASES ARE SEEN IN ROBBERY AND THEFT, RIOTS, COUNTERFEITING, AND MURDER; ROBBERY AND THEFT ALONE ACCOUNTED FOR 53 PERCENT OF ALL REPORTED CRIME. HOWEVER, CRIME PATTERNS HAVE NOT CHANGED MUCH SINCE 1970. SPECIAL REPORTS ARE PRESENTED FOR MURDER, RAPE, ROBBERY, BURGLARY, KIDNAPPING, DACOITY (NOT DEFINED), THEFT, AND OTHER SERIOUS CRIMES. OFFENSES UNDER SPECIAL LAWS, INCLUDING ARMS, OPIUM, GAMBLING, EXPLOSIVES, AND MOTOR VEHICLES ACTS, INCREASED OVER 4 PERCENT FROM 1973 TO 1974. OVER 14 MILLION CASES WERE INVESTIGATED UNDER IPC IN 1974, 80 PERCENT OF WHICH WERE DISPOSED BY THE POLICE. IN THE COURTS, CONVICTION RATES PER TRIALS COMPLETED RANGED FROM 75 PERCENT FOR THEFT TO 37 PERCENT FOR DACOITY. MOST ARRESTS WERE FOR RIOTS, AND OVER 98 PERCENT OF ARRESTEES IN ALL CATEGORIES WERE MALES. INDIA REPORTED OVER 16 MILLION PERSONS IN CUSTODY OR ON BAIL, AND 33 MILLION ON TRIAL. FINALLY, JUVENILE CRIME INCREASED 11.5 PERCENT OVER 1973, FOR CRIMES AGAINST THE IPC. PRESENTLY, THERE ARE AN AVERAGE OF 13.1 POLICE OFFICERS PER 10,000 INDIANS. POLICE STRENGTH AND CRIME STATISTICS FOR ALL MAJOR AND SPECIAL CRIMES ARE PRESENTED FOR MAJOR CITIES AND INDIAN STATES. TABULAR INFORMATION AND CHARTS ARE INCLUDED.
