Abstract
IT IS BELIEVED THAT ORGANIZED CRIME DIRECTS OR TAKES PART IN THE FOLLOWING CRIMINAL ACTIVITIES - ARSON, BANK ROBBERIES, BANKRUPTCIES, BLACK MAIL, THEFT AND COUNTERFEITING OF STOCKS AND BONDS, GAMBLING AND BETTING, CORRUPTION, EXTORTIONS, FRAUDS, LIQUOR SMUGGLING, LOAN-SHARKING, UNION EXPLOITATION, AND PROSTITUTION. IT IS CONSIDERED THAT THE MOST EFFECTIVE FORMULA FOR PREVENTIVE ACTION AGAINST ORGANIZED CRIME IS LEGISLATIVE REFORM TO DEAL WITH SOCIAL INEQUALITIES. LAWS AGAINST USURY AND THE EXPLOITATION OF SLUMS, PROVIDING FREE RECOURSE TO PUBLIC DEFENDERS, AUTHORIZING THE STATE TO ORGANIZE AND OPERATE GAMBLING AND BETTING FOR THE BENEFIT OF UNDERPRIVILEGED CLASSES, AUTHORIZING BANKING AND QUASI-BANKING INSTITUTIONS TO GRANT DIFFERENT CREDIT RATES, AND A LAW AUTHORIZING THE STATE TO REPAY PART OF THEIR INTEREST ON LEGITIMATE LOANS GRANTED TO ECONOMICALLY WEAK INDIVIDUALS AND FAMILIES ARE RECOMMENDED.
