THE AUTHOR MAINTAINS THAT POLICE EVALUATION UNITS HAVE FAILED TO PROVIDE USEFUL EVALUATION PRODUCTS AND RESULTS, AND OFFERS CONCRETE SUGGESTIONS TO IMPROVE THE UTILITY AND APPLICABILITY OF EVALUATION EFFORTS.
Abstract
IT IS ARGUED AHAT CURRENT EVALUATION PRODUCTS HAVE BEEN OF LITTLE VALUE TO POLICE DECISION-MAKERS BECAUSE OF THE EXCESSIVE LENGTH OF REPORTS, AND THE OVERUSE OF TECHNICAL JARGON. THE AUTHOR FURTHER STATES THAT POLICE EVALUATION UNITS HAVE NOT FULFILLED THEIR RESPONSIBILITY TO REPORT INSIGNIFICANT OR NEGATIVE RESULTS AND TO BECOME PART OF THE DECISION-MAKING PROCESS. IN ORDER TO INCREASE THE USEFULLNESS OF POLICE EVALUATION EFFORTS, THE AUTHOR RECOMMENDS THAT REPORTS BE BRIEF AND COMPREHENSIBLE; THAT EVALUATION CONSTS BE KEPT AT A MINIMUM; AND THAT EVALUATIONS BE HONEST AND OBJECTIVE AT ALL TIMES.
