THIS REPORT CONTAINS CRIME STATISTICS AND ANALYSIS FOR THE STATE OF OHIO AND INCLUDES DATA COLLECTED BY OHIO LAW ENFORCEMENT PERSONNEL DURING THE OPERATION OF THE OHIO UNIFORM CRIME REPORTING PROGRAM.
Abstract
THE REPORT DELINEATES INFORMATION ABOUT CRIME THAT CAN BE USED BY LAW ENFORCEMENT MANAGERS, PLANNERS, AND THE GENERAL PUBLIC. FIVE OBJECTIVES OF THE OHIO UNIFORM CRIME REPORTING PROGRAM ARE CITED: (1) TO IDENTIFY THE NATURE AND EXTENT OF CRIME IN THE STATE, (2) TO PROVIDE MANAGEMENT INFORMATION NEEDED BY THE LAW ENFORCEMENT COMMUNITY TO AUGMENT ITS ABILITY TO DEAL WITH THE CRIME PROBLEM, (3) TO PROVIDE CITIZENS WITH THE MOST COMPLETE INFORMATION AVAILABLE, (4) TO PROVIDE LEGISLATORS WITH THE INFORMATION NECESSARY TO ENACT LAWS THAT ADDRESS THE CRIME PROBLEM, AND (5) TO PROVIDE SUFFICIENTLY DETAILED DATA FOR RESEARCHERS AND PLANNERS. THE PROGRAM DIVIDES OFFENSES INTO TWO MAJOR CLASSIFICATIONS. PART I OFFENSES INCLUDE VIOLENT CRIMES (MURDER AND NONNEGLIGENT MANSLAUGHTER, NEGLIGENT MANSLAUGHTER, FORCIBLE RAPE, ROBBERY, AND AGGRAVATED ASSAULT) AND PROPERTY CRIMES (BURGLARY, LARCENY, AND MOTOR VEHICLE THEFT). ALL OTHER OFFENSES ARE CLASSIFIED AS PART II CRIMES. CONSIDERATIONS IN THE INTERPRETATION OF CRIME STATISTICS RELATE TO OFFENSE CLASSIFICATION, OFFENSE COUNTING, CLEARANCES, PROPERTY STOLEN AND RECOVERED, ARRESTS, AND REPORTING VARIATIONS. INFORMATION GROUPINGS ARE BY POPULATION AND COMMUNITY TYPE, AND A CRIME INDEX AND CRIME RATES ARE EMPLOYED TO EVALUATE STATISTICS. DATA ON OFFICERS ASSAULTED AND KILLED AND ON INDEX CRIMES (MURDER, RAPE, ROBBERY, AGGRAVATED ASSAULT, BURGLERY, LARCENY, MOTOR VEHICLE THEFT, AND STOLEN PROPERTY) ARE PROVIDED, AND 26 DETAILED STATISTICAL TABLES GIVE INFORMATION ON CRIME STATISTICS FOR OHIO FROM 1966 TO 1976.
