A WORLDWIDE OVERVIEW OF CRIME AND CRIMINAL JUSTICE ADMINISTRATION, BASED ON A 1976 SURVEY OF UNITED NATIONS MEMBER STATES, IS PRESENTED.
Abstract
THE REPORT EXAMINES CRIMINALITY AND CRIME PREVENTION AND CONTROL AT BOTH THE GLOBAL AND REGIONAL LEVELS, ANALYZING DATA INDICATIVE OF CRIME PATTERNS (TYPES OF OFFENSES, CRIME RATES, SOCIOECONOMIC FACTORS), AND CRIMINAL JUSTICE SYSTEM FUNCTIONING (CRIMINAL JUSTICE MANPOWER, APPLICATION OF UNITED NATIONS RULES FOR TREATMENT OF PRISONERS). REGIONAL SUMMARIES AND COMPARISONS ARE PRESENTED FOR NORTH AFRICA AND THE MIDDLE EAST; AFRICA SOUTH OF THE SAHARA; ASIA; EASTERN EUROPE; LATIN AMERICA; THE CARIBBEAN; AND WESTERN EUROPE, THE UNITED STATES, CANADA, AUSTRALIA, AND NEW ZEALAND. THE REPORT CONCLUDES THAT CRIME IS ESCALATING IN THE MAJORITY OF DEVELOPING AND DEVELOPED COUNTRIES. THE NEW FORMS AND GROWING DIMENSIONS OF CRIME INCREASINGLY ARE CHALLENGING TRADITIONAL MEASURES OF CONTROL. THERE IS A RELATIONSHIP BETWEEN DYSFUNCTIONAL, UNPLANNED DEVELOPMENT AND INCREASING CRIME. IN ORDER TO MITIGATE CRIME AND OTHER NEGATIVE SIDE-EFFECTS OF ECONOMIC GROWTH AND SOCIAL CHANGE, COUNTRIES MUST MAKE PREVENTIVE ACTION PART OF PLANNED DEVELOPMENT. THE UNITED NATIONS HAS AN IMPORTANT ROLE TO PLAY IN STRENGTHENING INTERNATIONAL COOPERATION IN THE AREA OF CRIME PREVENTION. SUCH COOPERATION CAN TAKE THE FORM OF INFORMATION EXCHANGE, REGIONAL AND INTERREGIONAL TRAINING AND RESEARCH FACILITIES, INTERNATIONAL MEETINGS AND SEMINARS, EXCHANGE OF RESEARCHERS AND TECHNICAL PERSONNEL, PROVISION OF ADVISORY SERVICES, AND DEVELOPMENT OF GUIDELINES AND STANDARDS.
