The Eighth United Nations Conference on the Prevention of Crime and the Treatment of Offenders is striving to create a strategy designed to intensify international law enforcement activity, with the United Nations playing a leading role.
Abstract
This document describes the current global crime situation in terms of crime trends; crimes of a particularly problematic nature, including environmental offenses, corruption, and crimes against cultural heritage; and the costs of crime. Research on the relationship between crime and economic development considers various factors including increased economic opportunities, high levels of unemployment, and relative deprivation. The scope for international law enforcement cooperation includes an international response to transnational criminality, information dissemination and exchange, and technical cooperation (interregional advisory services and other operational activities). The report stresses the need for the creation of an effective international crime and justice program which would identify the means of technical cooperation, create the mechanisms for collaboration, design appropriate procedures to guide international cooperation, and establish a resource base for an effective program. 17 notes
