This report summarizes the conclusions and recommendations of the Eighth United Nations Congress on the Prevention of Crime and the Treatment of Offenders and describes the recent efforts to implement these recommendations.
Abstract
The Congress focused on international cooperation in crime prevention and criminal justice in the context of development; corrections policies; national and international action against organized crime and terrorism; juvenile delinquency prevention, juvenile justice, and child welfare; and United Nations norms and guidelines in crime prevention and criminal justice. The Congress mandated several new activities, including expansion of the United Nations Criminal Justice Information Network, collection and analysis of crime statistics, crime prevention through law enforcement, improved criminal justice management, training and education, enforcement of environmental laws, prevention of terrorism and other violence, model legislation and treaty implementation, correctional reform, and victim services.
