THE CHIEF OBJECTIVE OF THE POLICE CRIME PREVENTION PROGRAM IN THE FEDERAL REPUBLIC OF GERMANY IS TO DRAW THE PUBLIC'S ATTENTION TO THE PROBLEM OF CRIME AND TO MAKE THE PUBLIC CONSTANTLY AWARE OF THE PROBLEM.
Abstract
ADDITIONAL AIMS OF THE PROGRAM ARE TO DISPEL ANTI-POLICE SENTIMENT AND REDUCE THE PUBLIC'S ANXIETY OVER THE CRIME SITUATION. THE PROGRAM IS ESSENTIALLY A MASS-COUNSELING SCHEME. ITS THREE ESSENTIAL ASPECTS ARE: (1) MONTHLY THEMES FOCUSING EACH MONTH ON A DIFFERENT BUT ALWAYS TYPICAL AND ESSENTIALLY PREVENTABLE FORM OF CRIME TO SENSITIZE THE PUBLIC, (2) SUPPLEMENTARY CAMPAIGNS WHICH LAST ABOUT 2 WEEKS, CHARACTERIZED BY INTENSE EXPOSURE IN THE PRESS, (3) SPECIAL ACTIVITIES DESIGNED TO HAVE A PREVENTIVE IMPACT ON SPECIFICALLY LOCAL, REGIONAL, OR SEASONAL CRIMES. POLICE CONSULTANCY BUREAUS ARE ANOTHER MEANS OF PREVENTING CRIME. THESE OFFER FREE ASSISTANCE TO PERSONS SEEKING ADVICE ABOUT TECHNIQUES FOR PROTECTING PROPERTY. OTHER ACTIVITIES CONDUCTED AS PART OF THE PROGRAM INCLUDE SPECIAL SECTIONS OF THE POLICE THAT WORK WITH AND COUNSEL YOUNG PEOPLE, AND A POLICE BIG BROTHERS PROJECT. IN ADDITION THERE ARE MANY ORGANIZATIONS OTHER THAN POLICE DIRECTLY CONCERNED WITH PREVENTING VARIOUS TYPES OF OFFENSES. AMONG THEM ARE THE GERMAN CHILD PROTECTION FEDERATION AND THE YOUTH WELFARE SOCIETY. (MJW)
