CRIME PREVENTION THROUGH ENVIRONMENTAL DESIGN (CPTED) STRATEGIES ARE PROVIDED ALONG WITH DIRECTIVES FOR THEIR IMPLEMENTATION WITHIN RESIDENTIAL, COMMERCIAL, AND SCHOOL ENVIRONMENTS.
Abstract
FOLLOWING AN INTRODUCTION TO CPTED'S BASIC OPERATING HYPOTHESES (I.E., ACCESS CONTROL, SURVEILLANCE, ACTIVITY SUPPORT, AND MOTIVATION REINFORCEMENT), THIS SECOND IN A SERIES OF THREE PROGRAM MANUALS PRESENTS STRATEGIES FOR COMBATING SPECIFIC CRIME PROBLEMS WITHIN THE THREE ENVIRONMENTS. MOST OF THESE DESIGNS HAVE BEEN CULLED FROM SUCCESSFUL CPTED DEMONSTRATION PROJECTS IN THE U.S. AND WERE SELECTED BECAUSE OF THEIR APPLICABILITY TO A VARIETY OF URBAN AREAS SUFFERING CRIME AND FEAR-OF-CRIME PROBLEMS. BOTH ENVIRONMENTAL- AND SOCIAL-CONTROL PRINCIPLES WHICH SHOULD BE PART OF A CPTED PROGRAM ARE LISTED AND DISCUSSED WITH RESPECT TO EACH ENVIRONMENT. THE STRATEGIES APPLICABLE TO THE THREE ENVIRONMENTS ARE CLASSIFIED ACCORDING TO THEIR PRIMARY THRUST OR ORIENTATION: (1) PHYSICAL STRATEGIES TO CREATE, ELIMINATE, OR ALTER PHYSICAL FEATURES THAT AFFECT CRIMINAL ACTIONS; (2) SOCIAL STRATEGIES TO CREATE INTERACTIONS AMONG PEOPLE (E.G., INVOLVING NEIGHBORHHOD RESIDENTS AND BUSINESSMEN IN CRIME PREVENTION PROJECTS); (3) MANAGMENT STRATEGIES HAVING A POLICY AND PRACTICE THRUST; AND (4) LAW ENFORCEMENT STRATEGIES CONCERNED WITH BOTH PUBLIC POLICE SUPPORT AND PRIVATE SECURITY FORCES. BUILDING MATERIALS, CRIME DETERRENT DEVICES, PHYSICAL AND SOCIAL STRATEGIES FOR SPECIFIC PROBLEMS (E.G., SCHOOL VANDALISM), AND EFFECTIVE COMMUNITY SUPPORT SERVICES ARE DISCUSSED. SKETCHES ILLUSTRATE THE TEXT. AN ANNOTATED BIBLIOGRAPHY IS APPENDED THAT WAS DEVELOPED FROM SOURCE MATERIALS COLLECTED BY URBAN SYSTEMS RESEARCH AND ENGINEERS, INC., AND WESTINGHOUSE CORPORATION.
