A FRAMEWORK IS PRESENTED FOR GATHERING AND ANALYZING CRIME AND ENVIRONMENTAL DATA TO PLAN A CRIME PREVENTION THROUGH ENVIRONMENTAL DESIGN (CPTED) PROGRAM.
Abstract
THIS IS THE SECOND IN A SERIES OF THREE MANUALS AND PRESENTS STRATEGIES TO COMBAT SPECIFIC CRIME PROBLEMS IN RESIDENTIAL, COMMERCIAL, AND SCHOOL AREAS. MOST OF THESE DESIGNS HAVE BEEN CULLED FROM SUCCESSFUL CPTED DEMONSTRATION PROJECTS IN THE U.S. AND WERE SELECTED BECAUSE OF THEIR MULTIPLE APPLICABILITY AND POTENTIAL TO INSPIRE ADDITIONAL SOLUTIONS. AN INTRODUCTORY CHAPTER DISCUSSES THE RELATIONSHIP BETWEEN CRIME AND ENVIRONMENT. COLLECTING AND USING BOTH CRIME DATA AND ENVIRONMENTAL DATA TO PINPOINT PROBLEMS IS EXAMINED. BOTH ENVIRONMENTAL AND SOCIAL CONTROL PRINCIPLES WHICH SHOULD BE PART OF A CPTED PROGRAM ARE LISTED AND DISCUSSED IN DETAIL REGARDING THE RESIDENTIAL ENVIRONMENT, THE COMMERCIAL ENVIRONMENT, AND SCHOOLS. THE RESIDENTIAL SECTION BRIEFLY DISCUSSES DETACHED HOMES, THEN FOCUSES ON APARTMENT COMPLEXES AND HIGH-DENSITY HOUSING. TABLES LIST SECURITY DEVICES, BUILDING MATERIALS, AND REMODELING STRATEGIES AIMED AT MAKING SUCH HOUSING MORE SECURE. THE CONCEPT OF BUILDING A NEIGHBORHOOD IDENTITY IS ALSO DISCUSSED. THE COMMERCIAL DESIGN SECTION FOCUSES ON A STRIP OF STORES SURROUNDED BY RESIDENTIAL AREAS. THE STORES ARE GENERALLY OCCUPIED BY SMALL MERCHANTS; ENVIRONMENTAL DESIGN FACTORS, POLICE PROTECTION, AND NEIGHBORHOOD IMAGE ARE DISCUSSED. THE SCHOOL SECTION DISCUSSES BOTH PSYCHOLOGICAL AND PHYSICAL DETERRENTS TO CRIME AND VANDALISM. SKETCHES, TABLES, AND LISTS PROVIDE DATA ON BUILDING MATERIALS, CRIME DETERRENT DEVICES, PHYSICAL AND SOCIAL STRATEGIES FOR SPECIFIC PROBLEMS, AND THE COMMUNITY SUPPORT SERVICES NEEDED FOR EACH STRATEGY. AN ANNOTATED BIBLIOGRAPHY IS APPENDED. THIS BIBLIOGRAPHY WAS DEVELOPED FROM SOURCE MATERIALS COLLECTED BY THE URBAN SYSTEMS RESEARCH AND ENGINEERS, INC.
