GUIDELINES FOR APPLYING A SYSTEMS APPROACH TO THE SELECTION OF CRIME PREVENTION STRATEGIES ARE PRESENTED IN A MANUAL DIRECTED BOTH TO OPERATIONS RESEARCH SPECIALISTS AND TO NONTECHNICAL READERS.
Abstract
THE GUIDELINES ADDRESS THE DECISIONMAKER'S PROBLEM OF IDENTIFYING FROM AN ARRAY OF CPTED PROGRAM ALTERNATIVES THE MOST ATTRACTIVE DESIGN FOR IMPLEMENTATION. AN INTRODUCTORY SECTION DISCUSSES THE PHILOSOPHY UNDERLYING THE GUIDELINES, WITH EMPHASIS ON THE BENEFITS AND LIMITATIONS OF SYSTEMATIC ANALYSIS OF COMPLEX URBAN PROBLEMS. FOLLOWING AN OVERVIEW OF THE SYSTEMS APPROACH, GUIDELINES FOR ELICITING PROGRAM GOALS AND PERFORMANCE CRITERIA ARE PRESENTED. THE GUIDELINES, WHICH MAY BE USED IN STRUCTURING OBJECTIVES AND DEVELOPING PROGRAM PERFORMANCE MEASURES IN A CPTED CONTEXT, ARE ACCOMPANIED BY AN OVERVIEW OF THE BASIC NATURE OF SECURITY SYSTEMS. THE HEART OF THE MANUAL IS A PRESENTATION OF NINE DECISIONMAKING TECHNIQUES, WHICH ARE DESCRIBED IN DETAIL AND ILLUSTRATED IN HYPOTHETICAL APPLICATIONS. A DIMENSIONALLY BASED TYPOLOGY OF DECISION TECHNIQUES IS ALSO PRESENTED. THE MANUAL CLOSES WITH A CASE STUDY IN WHICH ONE OF THE UNIDIMENSIONAL DECISION TECHNIQUES--A LINEAR PERFORMANCE INDEX--IS USED TO DECIDE WHICH OF 15 PROGRAM ALTERNATIVES, JUDGED WITH RESPECT TO 8 PERFORMANCE MEASURES ON 2 TYPES OF CRIME, SHOULD BE IMPLEMENTED TO IMPROVE SECURITY IN NEW YORK CITY PUBLIC HOUSING.
