Abstract
TOPICS DISCUSSED ARE THE TENDENCY OF CRIME TO INCREASE FASTER THAN POPULATION, THE GENERALLY INADEQUATE HANDLING OF THE PROBLEM, ITS RELATION TO LAW AND SOCIAL NORMS, THE TENDENCY OF CRIME TO VARY WITH DEMOGRAPHIC, SOCIOCULTURAL, AND GEOGRAPHIC DIFFERENCES, THE PARTICIPATION OF WOMEN AND CHILDREN, THE ROLE OF THE VICTIM, AND THE EVOLVEMENT OF A SYSTEM OF PUNISHMENT ARE ASPECTS OF THE CRIME PROBLEM THAT CONCERN ALL COUNTRIES.
