This report documents statistical trends for each stage of New Zealand's criminal justice system, and examines the impact of these trends on other parts of the system.
Abstract
In addition to documenting trends in enforcement, prosecution, sentencing and sentence administration, the report provides data on offenses recorded, cleared and prosecuted by the police; analyzes prosecution and sentencing trends by demographic group, criminal history and seriousness of offending; examines community-based sentence musters; and integrates data from across justice agencies. The analysis was made possible by the development of a computerized statistical model of the criminal justice system. This model, together with information on the causes of past trends and the impact of policy changes, is being used to forecast future workloads and to assess the potential effects of new policy initiatives.
