REPORT ON THE EFFORTS OF CALIFORNIA PEACE OFFICERS IN TWELVE OF THE STATE'S LARGEST LAW ENFORCEMENT JURISDICTIONS, WHO ORGANIZED A VARIETY OF BURGLARY REDUCTION PROGRAMS.
Abstract
EVALUATED ARE BURGLARY REDUCTION PROJECTS IN ANAHEIM, BERKELEY, COMPTON, FRESNO, PASADENA, RICHMOND, RIVERSIDE, SAN BERANRDINO, SAN JOAQUIN COUNTY, SAN MATEO COUNTY, SANTA ANA, AND STOCKTON. EACH OF THE 12 LAW ENFORCEMENT AGENCIES WAS ALLOWED TO APPLY VARIOUS AMOUNTS AND COMBINATIONS OF RESOURCES IN DEVELOPING BURGLARY ABATEMENT TECHNIQUES AND PROGRAMS IN THE FOLLOWING FIVE MAJOR AREAS: INCREASING PUBLIC EDUCATION, AWARENESS, AND INVOLVEMENT, IMPROVING SECURITY OF PHYSICAL FACILITIES, IMPROVING PATROL TECHNIQUES, IMPROVING INVESTIGATION AND SUSPECT HANDLING, AND REDUCING THE MARKET FOR STOLEN PROPERTY. THE PRIMARY OBJECTIVE OF THE EVALUATION EFFORT WAS TO RECORD THE TECHNIQUES AND PROCEDURES USED BY THE AGENCIES, AND TO EXAMINE ALL AVAILABLE PERFORMANCE DATA IN ORDER TO IDENTIFY INDICATIONS OF THE EFFECTIVENESS OF THE VARIOUS BURGLARY EFFORTS. PART ONE OF THIS REPORT DEALS COLLECTIVELY WITH THE ENTIRE 12 AGENCY CRIMESPECIFIC II PROGRAM. THE DETAILED DATA TABLES FOR THIS PART ARE IN APPENDIXES A AND B.
