THE AUTHORS PRESENT COMPREHENSIVE GUIDELINES FOR A CRIME SPECIFIC PLANNING METHODOLOGY, AND OUTLINE THE ADVANTAGES OF THE CRIME SPECIFIC APPROACH TO CRIME CONTROL.
Abstract
EACH STEP OF THE CRIME SPECIFIC PLANNING APPROACH IS BRIEFLY DESCRIBED. THESE INCLUDE DETERMINATION OF CRIME PROBLEMS AND CRIMINAL JUSTICE RESPONSES; SELECTION OF TARGET OFFENSES; ANALYSIS OF TARGET CRIME FACTORS; ESTABLISHMENT OF THE MAJOR GOALS; AND IDENTIFICATION OF SUBGOALS WHICH BREAK THE LARGER PROBLEM IDENTIFIED IN THE MAJOR GOAL INTO SMALLER, WORKABLE PARTS. THESE SUBGOALS ARE SUSED TO IDENTIFY GENERAL ACTION NEEDS. TO RELATE NEEDS TO PROJECTS, PROGRAM OBJECTIVES ARE DEVELOPED. THE PROGRAM OBJECTIVES ARE USED AT THE AGENCY AND COMMUNITY LEVEL IN CREATING SOLUTIONS (PROJECTS) TO BE USED TO MEET THE MAIN GOAL ITSELF. USE OF THESE GOALS AND OBJECTIVES IN DEVELOPING PROGRAMS AND IN EVALUATING PROGRAM IMPACTS IS THEN DISCUSSED. THE AUTHORS STATE THAT THE CRIME SPECIFIC APPROACH MAKES IT EASIER TO SET REASONABLE GOALS, FACILITATES EVALUATION, AND STREAMLINES THE MANAGEMENT OF DAY-TO-DAY OPERATIONS WITHIN THE SYSTEM.
