THE IMPACT ON CRIME RATES AND PROPERTY VALUES OF A COMMUNITY IN WHICH A CORRECTIONAL CENTER HAS BEEN PLACED IS ASSESSED FOR THE FIRST YEAR OF OPERATION OF THIS COMMUNITY-BASED CORRECTIONAL FACILITY.
Abstract
FUNDED IN PART BY THE UTAH COUNCIL ON CRIMINAL JUSTICE ADMINISTRATION, THIS 1978 ANNUAL REPORT ON THE ST MARK'S CORRECTIONAL FACILITY WAS PREPARED BY THE RESEARCH AND STATISTICS DEPARTMENT OF THE UTAH STATE DIVISION OF CORRECTIONS. AMID COMMUNITY RESIDENTS' FEARS THAT THIS COMMUNITY-BASED CORRECTIONAL FACILITY WOULD INCREASE CRIME RATES AND DEPRESS PROPERTY VALUES IN THE SURROUNDING NEIGHBORHOODS (HERE CALLED PRIMARY IMPACT AREAS), CRIME RATES ACTUALLY SHOWED A DECREASE FROM THE PREVIOUS YEAR, BEFORE THE ST. MARKS' COMMUNITY CORRECTIONS CENTER WAS OPENED. ST. MARK'S RESIDENTS WERE ONLY INVOLVED IN FIVE MINOR INCIDENTS (THREE COUNTS OF LARCENY AND ONE FORGERY), ONLY ONE OF WHICH OCCURRED IN THE PRIMARY IMPACT AREA. FIGURES FROM THE SALT LAKE BOARD OF REALTORS INDICATED THAT THE COMMUNITY-BASED CORRECTIONAL FACILITY HAD NO MEASURABLE IMPACT ON SURROUNDING PROPERTY VALUES. TWO CRIME RATE GRAPHS ARE APPENDED.
