This instructor's manual presents lesson plans, background information, and overheads for seven 2-hour training modules on victim services and witness assistance.
Abstract
The materials are designed primarily for use in training Federal law enforcement personnel and can be adapted to a variety of training situations. The first module is intended for all personnel. It provides officers, agents, and investigators with basic information on the Victim-Witness Protection Act of 1982 and the Victims of Crime Act of 1984 as amended, as well as their responsibilities to victims and witnesses of crime. The next five modules are intended for first responders and specialized investigators. Topics include victim reactions to specific crimes and effective law enforcement responses to victims in general, sexual assault victims, homicide survivors, and victims of domestic violence. An additional module focuses on the unique elements of interviewing children, elderly persons, and impaired persons and issues related to witness intimidation. The final module is directed to managers in Federal law enforcement agencies and provides information concerning emerging trends in victim and witness services and information necessary to develop operational procedures based on agency implementation guidelines.
