This handbook is designed to assist Victim/Witness Assistance Program personnel and other advocates help eligible victims in applying and filing a claim for crime victim compensation under Wisconsin statutes.
Abstract
Victims of violent crimes who suffer personal injury often have significant out-of-pocket expenses through no fault of their own. In the State of Wisconsin, few people are aware of Wisconsin’s Crime Victim Compensation Program and therefore, are unaware of how to apply for an award after they have been victimized. In order to help the Crime Victim Compensation Program, Wisconsin Department of Justice analyze, process, and complete claims in a timely and efficient manner, victims need assistance in making proper application for an award. This handbook was created for those individuals assisting innocent victims of crime to help eligible victims to apply and perfect a claim for crime victim compensation under Wisconsin Statutes, Chapters 949 and 950. The handbook consists of 21 chapters that include: (1) advising the victim; (2) crime victim compensation overview; (3) eligibility; (4) non-eligibility; (5) miscellaneous provisions; (6) victims of drunk driving accidents; (7) reimbursable items; (8) eligibility requirement; (9) completing the application; (10) assistance to victims applying for CVC; (11) benefits; (12) medical treatment; (13) work loss; (14) homemaker award; (15) clothing and bedding; (16) property held for evidence; (17) funeral expenses; (18) loss of support; (19) securing and cleaning crime scene; (20) survivors of homicide victims; and (21) collateral sources. Appendices include Chapter 949 Awards for the Victims of Crimes, compensation application, and compensable crimes.
