THE AUTHOR POINTS OUT THAT, THROUGHOUT HISTORY, SEVERE PUNISHMENTS FOR CRIMES (IMPRISONMENT, TORTURE, DEATH) HAVE NOT DETERRED CRIME OR CRIMINALS. HE ALSO QUESTIONS THE EFFICACY OF CAPITAL PUNISHMENT. ECONOMIC AND SOCIAL CONDITIONS, EDUCATION, AND BIOLOGICAL INFLUENCES ARE EXPLORED AS CAUSES OF CRIME.
