STATISTICAL ANALYSIS COMPARING CRIME RATES, POLICE CRIME DETERRENCE, AND CRIME CAUSE FACTORS ON THE NATIONAL, STATE, REGIONAL, AND COUNTY LEVELS BETWEEN 1964 AND 1968.
Abstract
MAPS AND TABLES PRESENT STATISTICS ON THE INCIDENCE OF DIFFERENT CRIME CATEGORIES, POLICE MANPOWER LEVELS, POLICE CLEARANCE RATES, CHARACTERISTICS OF ARRESTEES, AND SICIO-ECONOMIC CONDITIONS IN EACH AREA. THE AUTHOR ASSERTS THAT PREVIOUS RESEARCH ON THE GROGRAPHY OF CRIME IN GERMANY RESULTED IN FALSE CONCLUSIONS BECAUSE IT WAS BASED ON THE NUMBER OF CONVICTIONS. THIS PROJECT WAS BASED ON THE NUMBER OF CRIMES REPORTED TO THE POLICE. THE STUDY SHOWS THAT THE VOLUME, STRUCTURE, AND DEVELOPMENT OF CRIME IN WEST GERMANY HAS MARKED REGIONAL DIFFERENCES WHICH ARE NOT EXCLUSIVELY CAUSED BY DIFFERENT LAWS, CRIMINAL JUSTICE PROCEDURES OR STATISTICAL COMPILATION METHODS. THE MAJOR FINDING OF THE STUDY WAS THAT CRIME NORMALLY INCREASES MOST WHERE SOCIAL AND ECONOMIC CONDITIONS ARE DEVELOPING FAST. --IN GERMAN
