THE CANADIAN CRIMINAL CODE COVERING WIRETAPS AND OTHER ELECTRONIC SURVEILLANCE REQUIRES A FULL ACCOUNTING OF NUMBER OF SUCH SURVEILLANCE ACTIONS, METHODS, AND RESULTS. THIS 1979 ANNUAL REPORT RECORDS THESE DATA.
Abstract
THE REPORT SHOWS THAT THE INTERCEPTION OF TELECOMMUNICATIONS CONTINUES TO BE THE MOST COMMON FORM OF SURVEILLANCE. A TOTAL OF 764 AUTHORIZATIONS AND 211 RENEWALS WERE GRANTED IN 1979, AND 296 CRIMINAL PROCEEDINGS WERE INSTITUTED FOR THE OFFENSE SPECIFIED IN THE AUTHORIZATION. IN ADDITION, IN 56 CASES AN OFFENSE OTHER THAN THAT SPECIFIED RESULTED IN A CRIMINAL CHARGE. MOST SURVEILLANCE RELATED TO VIOLATIONS OF THE CRIMINAL CODE, THE NARCOTICS LAWS, OR THE FOOD AND DRUG ACT. THE MAJORITY OF THE SURVEILLANCES INVOLVED EITHER A PERMANENT OR A TEMPORARY RESIDENCE, WITH COMMERCIAL PREMISES THE OTHER MAJOR SITE. ONLY 7 INVOLVED VEHICLES AND 13 OTHER LOCATIONS.
