Using a time-series, quasi-experimental design, a process evaluation is conducted which demonstrates that a diversion program with developmental, internal norms operating in a simple courtroom setting (organizational characteristics of many diversion programs) draws its participants from a pool of accused individuals whose cases would be fully prosecuted.
Abstract
Adult criminal diversion is a social program area widely criticized as a flawed governmental intervention because it is commonly seen as increasing the net of social control. However, the view that adult diversion invariably leads to an escalation in social control ignores the impact of organizational processes on policy outputs. (Author abstract)
