Abstract
THE DATA USED IN THIS REPORT WERE DERIVED FROM STATISTICS FOR ENGLAND AND WALES FROM 1952 TO 1965. FROM 1952 TO 1963 THERE WAS A LINEAR RELATIONSHIP BETWEEN THE POLICE EFFECTIVENESS INDEX-THE RATIO OF CRIME CLEARED UP TO POLICE STRENGTH-AND THE CRIME LOAD FACTOR-THE RATIO OF THE NUMBER OF CRIMES COMMITTED TO POLICE STRENGTH. AFTER 1963, THE EFFECTIVENESS INDEX DROPPED. TENTATIVE REASONS ARE GIVEN FOR THIS.
