This is the 1997-1998 annual report of Hawaii's Criminal Injuries Compensation Commission (CICC).
Abstract
The CICC was established by the Hawaii State Legislature in 1967 to compensate victims and dependents of deceased victims of certain crimes and to indemnify private citizens for personal injury or property damage suffered in the prevention of a crime or the apprehension of a criminal. The annual report indicates that from July 1997 to June 1998 the CICC moved toward fiscal self-sufficiency in response to a 50-percent reduction in general fund appropriations. The CICC also conducted victim hearings on contested administrative or commission decisions. Administrative review of claims continued to benefit crime victims and their service providers. Of 1,152 decisions, 1,062 (92 percent) of completed cases were administratively adjudicated. During the fiscal year, 1,244 new claims applications were received and 981 payments were issued, including 144 supplemental awards paid to service providers on behalf of victims who were receiving continued medical, dental, or therapy treatment. The CICC continued to work with law enforcement and victim assistance agencies in notifying victims of their right to compensation. An appendix, comprising the bulk of the report, summarizes completed claims during the fiscal year. Tables and figures
