This manual brings together basic, tested approaches to working with law enforcement confidential information and indicates how they might be implemented most effectively.
Abstract
The manual is intended to help agency personnel better assess their need for a criminal intelligence function, determine the size of the agency's commitment to the effort, and give the function appropriate direction. The guidelines are primarily for the criminal intelligence unit consisting of one, possibly two, personnel. The suggestions come from many sources, including the California Department of Justice guidelines. The legal restraints and other requirements described come from a variety of sources as well. This manual exposes the chief executive officer of a police agency to a number of workable options in the field of criminal intelligence. Among the options is whether or not to add a criminal intelligence function to the organization. Other considerations are the composition of the unit, its physical location, personnel selection, which crimes to target, and whether to join a network in partnership with other agencies. Civilianization of the unit must also be taken into consideration. Appended supplementary information, 18-item bibliography.
