England's Criminal Justice Act requires courts to consider a presentence report (PSR) before passing a custodial sentence or any of the more intensive community sentences.
Abstract
The act also contains a range of statutory sentencing criteria that cover both custodial and community penalties and that have important implications for the content and structure of PSR's. To help probation officers and social workers produce PSR's, this handbook contains guidance on sentencing criteria contained in the Criminal Justice Act of 1991, identifies what PSR's should contain, and describes procedures involved in preparing PSR's. The handbook is intended to satisfy requirements of statutory provisions contained in the Criminal Justice Act and in national PSR standards that were adopted in 1995.
