THE STRUCTURE, FUNCTIONS, AND STAFF ACTIVITIES OF CITY AGENCIES WHICH COORDINATE LOCAL CRIMINAL JUSTICE PLANNING.
Abstract
A NUMBER OF LOCAL GOVERNMENTS HAVE RECENTLY FORMED CRIMINAL JUSTICE COORDINATING COUNCILS (CJCCS). CJCCS ARE INTERFUNCTIONAL AND INTERJURISDICTIONAL COORDINATING STRUCTURES. THEY ATTEMPT TO INCREASE COMMUNICATIONS AMONG THE CRIMINAL JUSTICE AGENCIES, TO PROVIDE A FRAMEWORK FOR SETTING LOCAL PRIORITIES, AND TO INFLUENCE STATE AND FEDERAL FUNDING DECISIONS. FOR CITY AND COUNTY CHIEF EXECUTIVES MAYORS, CITY MANAGERS, AND COUNTY OFFICIALS WHO FIND THEMSELVES IN THE ANOMALOUS POSITION OF BEING POLITICALLY ACCOUNTABLE FOR ACTIVITIES OVER WHICH THEY HAVE LITTLE AUTHORITY, CRIMINAL JUSTICE COORDINATING COUNCILS PROVIDE AN OVERVIEW OF THE CRIMINAL JUSTICE PROCESS, A MEANS OF BROADLY VIEWING ITS STRENGTHS AND WEAKNESSES, AND A BASIS FOR DEVELOPING COHERENT LOCAL POLICIES.
