CORRECTIONAL REFORM AND THE FUTURE OF IMPRISONMENT ARE EXPLORED BASED ON SITE VISITS TO SIX CORRECTIONAL INSTITUTIONS, A LITERATURE REVIEW, AND AN OVERVIEW OF CRIME AND PUNISHMENT IN WESTERN EUROPE AND JAPAN.
Abstract
EMPHASIZED IS THE EFFECT THAT CORRECTIONS CAN ULTIMATELY HAVE OR BE EXPECTED TO HAVE ON GENERAL CRIME RATES AND RECIDIVISM. THE CORRECTIONAL INSTITUTIONS VISITED WERE RIKER'S ISLAND, THE PRINCIPAL CORRECTIONAL INSTITUTION FOR THE CITY OF NEW YORK, THE COMMUNITY BASED PROGRAM AT THE FORT DES MOINES (IOWA) CORRECTIONAL CENTER; JOLIET STATE PRISON IN JOLIET, ILLINOIS; THE FEDERAL METROPOLITAN CORRECTIONAL CENTER IN CHICAGO; AND THE DISTRICT OF COLUMBIA'S CORRECTIONAL SERVICES AT LORTON, VIRGINIA. THE CORRECTIONAL REFORMS ADVOCATED IN THE LITERATURE INCLUDE A MORATORIUM ON NEW PRISON CONSTRUCTION, THE LIMITATION OF INSTITUTIONAL CONFINEMENT TO DANGEROUS OFFENDERS, DIVERSION OF VICTIMLESS CRIME OFFENDERS AWAY FROM THE CRIMINAL JUSTICE SYSTEM, DETERMINATE SENTENCING, AND THE ABANDONMENT OF 'REHABILITATION' AS A CORRECTIONAL GOAL.
