QUANTITATIVE INSTRUMENTS USED BY THE MINISTRY OF JUSTICE IN SWEDEN FOR AGGREGATE PLANNING AND EVALUATING THE CRIMINAL JUSTICE SYSTEM ARE DISCUSSED, WITH EMPHASIS ON DATA PROCESSING SYSTEMS.
Abstract
CRIMINAL JUSTICE IN SWEDEN IS ADMINISTERED AT TWO SEPARATE LEVELS, MINISTRIES AND AGENCIES OR BOARDS. MINISTRIES ARE RESPONSIBLE FOR POLICY FORMULATION, AND AGENCIES OR BOARDS ARE RESPONSIBLE FOR POLICY EXECUTION. PRIMARY CRIMINAL JUSTICE ACTIVITIES ARE THOSE PERFORMED BY THE POLICE, PUBLIC PROSECUTORS, LAW COURTS, LEGAL AID OFFICES, PENAL ADMINISTRATION, AND DISTRAINT ADMINISTRATION. MOST EXPENDITURES ARE FOR MEASURES DESIGNED TO PREVENT CRIME. MUCH OF THE PRACTICAL WORK IN THE LEGISLATIVE PROCESS IS CARRIED OUT WITHIN THE MINISTRY OF JUSTICE. THIS MINISTRY IS INTENSIVELY INVOLVED IN OVERALL PLANNING AND PROGRAMMING IN THE JUDICIAL FIELD. SPECIAL INSTRUMENTS FOR ANALYSIS AND EVALUATION ARE REQUIRED. A MODEL SYSTEM IS PROPOSED THAT ENCOMPASSES REGULAR ECONOMIC PLANNING, SYSTEM DESCRIPTION, SYSTEM SIMULATION, AND PERFORMANCE EVALUATION RELATIVE TO THE CRIMINAL JUSTICE AREA. QUANTITATIVE INSTRUMENTS BEING DEVELOPED BY THE MINISTRY OF JUSTICE INCLUDE CRIMINAL JUSTICE SYSTEM DOCUMENTATION, A FORECASTING MODEL, A CRIMINAL JUSTICE SYSTEM MODEL, AND ENVIRONMENTAL ANALYSIS. THE CRIMINAL JUSTICE SYSTEM IS DIVIDED INTO FOUR SYSTEMS: POLICE, PROSECUTION, COURTS, AND PRISON AND PROBATION. INFORMATION FED INTO THE CRIMINAL JUSTICE SYSTEM MODEL PERTAINS TO CRIME TYPES, OFFENDER PROCESSING STAGES, RESOURCE CATEGORIES, AND WORKLOADS. THE COST EFFECTIVENESS, RELIABILITY, AND SENSITIVITY OF THE CRIMINAL JUSTICE SYSTEM MODEL ARE EXAMINED. A FLOW CHART OF THE MODEL, A SAMPLE COMPUTER PRINTOUT, AND REFERENCES ARE INCLUDED. (DEP)
