THIS REPORT REVIEWS THE DEVELOPMENT OF THE CRIMINAL JUSTICE COORDINATING COUNCIL (CJCC) CONCEPT, PROVIDES GUIDELINES FOR IMPLEMENTATION, DEFINES STANDARDS FOR PERFORMANCE, AND DESCRIBES APPROPRIATE CJCC FUNCTIONS.
Abstract
THE CRIMINAL JUSTICE COORDINATING COUNCIL (CJCC) HAS EMERGED DURING THE PAST TEN YEARS AS AN EFFECTIVE MODEL FOR LOCAL CRIMINAL JUSTICE PLANNING. ALTHOUGH A NUMBER OF APPROACHES TO SUCH PLANNING HAVE BEEN UTILIZED IN DIFFERENT CITIES, VARIATIONS ON THE COORDINATING COUNCIL MODEL ARE THE MOST COMMON. THE NATIONAL LEAGUE OF CITIES (NLC) AND UNITED STATES CONFERENCE OF MAYORS (USCM) HAVE BEEN ASSISTING CITIES TO DEVELOP CRIMINAL JUSTICE COORDINATING COUNCILS. BASED ON THE INFORMATION THAT THE NLC AND USCM CRIMINAL JUSTICE PROJECT HAS COLLECTED DURING ITS FOUR-YEAR INVOLVEMENT WITH THE CJCC CONCEPT, THIS REPORT PROVIDES A BRIEF HISTORY OF THE CRIMINAL JUSTICE COORDINATING COUNCIL AS WELL AS SOME GUIDES FOR IMPLEMENTATION OF CJCC'S. THESE COUNCILS ARE DEFINED AS BROADLY REPRESENTATIVE COORDINATING AND PLANNING UNITS OF GENERAL LOCAL GOVERNMENT, WITH SUFFICIENT STAFF, AUTHORITY, AND FUNDING TO INFLUENCE CHANGE IN THE AREAS OF POLICE, COURTS, AND CORRECTIONS. IN EXPLORING THE COORDINATING COUNCIL MODEL, THIS REPORT FIRST PROVIDES THE READER WITH A REVIEW OF THE CONCEPT AND A HISTORY OF THE DEVELOPMENT OF CJCC'S. THE STRUCTURAL, POLITICAL, AND INTERGOVERNMENTAL FACTORS RELATED TO THE USE OF CJCC'S ARE ANALYZED, AND GENERAL GUIDELINES FOR IMPLEMENTING, ORGANIZING, AND REORGANIZING A COORDINATING COUNCIL ARE PRESENTED. APPROPRIATE FUNCTIONS OF THE CJCC ARE ALSO DESCRIBED, INCLUDING THOSE OF COMPREHENSIVE PLANNING, EVALUATION, AND COORDINATION. IT IS CONCLUDED THAT THE COORDINATING COUNCIL MODEL CAN PROVIDE LOCAL OFFICIALS WITH A SUBSTANTIAL RESOURCES FOR MAKING DECISIONS AND FOR ASSURING THAT THE CRIMINAL JUSTICE SYSTEM IS ACCOUNTABLE TO THE PUBLIC.
