This report summarizes the results of an international survey regarding efforts to reduce the adverse effects of imprisonment and to develop further the application of alternatives to institutionalization.
Abstract
Seventy governments and several organizations, including the United Nations institutes on crime prevention and criminal justice, responded to the survey by April 1990. The analysis focused on the development and application of new correctional approaches at various stages of criminal proceedings, as well as their effectiveness in providing alternatives to imprisonment. Their role in reducing the prison population is also discussed. Findings revealed the widespread use of parole. Results also indicated the desirability of giving more attention to the application of noncustodial alternatives at the pretrial stage, the expansion of the range of alternatives at the trial stage, and the increased use of noncustodial sentences.
