This report presents draft standards and goals for Rhode Island's criminal justice system to provide more direction to planned changes in the State's system.
Abstract
Standards cover law enforcement training and management, as well as police-community relations. Those addressing law enforcement policies and procedures encompass police responsibilities and limits, internal discipline, and discretion. The standards also address patrol functions, juvenile operations, and specialized operations such as criminal investigations, vice operations, and legal assistance. Other areas covered include the regulation and licensing of private security and various aspects of corrections, including juvenile institutional and noninstitutional care.
