ADULT CORRECTIONAL FACILITIES AND/OR SERVICES AVAILABLE TO COURTS AND OTHER CRIMINAL CASE MANAGERS IN FAIRFAX COUNTY, VA., WHO MUST SENTENCE, REFER, OR RECOMMEND ADULT OFFENDERS TO CORRECTIONS PROGRAMS ARE DETAILED.
Abstract
DEMANDS PLACED ON THE ADULT CORRECTIONAL SYSTEM RESULT FROM THE NUMBER AND TYPE OF ADULT CRIMINAL ARRESTS MADE AND FROM DISPOSITIONS GIVEN TO CRIMINAL CHARGES BY THE COURTS. A REVIEW OF ARRESTS AND CRIMINAL CASE DISPOSITIONS REVEALS A HIGH INCIDENCE OF ALCOHOL INVOLVEMENT AND A SIGNIFICANT AMOUNT OF DRUG INVOLVEMENT IN THE OFFENSES COMMITTED. CASE DISPOSITIONS ALSO SHOW THE EXTENT TO WHICH INCARCERATION AND PROBATION ARE UTILIZED AS CORRECTIONAL DISPOSTIONS AND SUGGEST THE NEED FOR OTHER CORRECTIONAL PROGRAMS. THE FOLLOWING COMPONENTS OF AN ADULT CORRECTIONAL SYSTEM HAVE DEVELOPED IN FAIRFAX COUNTY: ADULT DETENTION FACILITY, CORRECTIONAL PROGRAMS (WORK RELEASE AND PAROLE), ALCOHOL ABUSE TREATMENT PROGRAMS, DRUG ABUSE TREATMENT PROGRAMS, MENTAL HEALTH SERVICES, AN OFFENDER AID AND RESTORATION PROGRAM, AND POSTINCARCERATION PROGRAMS. EACH OF THESE COMPONENTS IS DETAILED, AND ASSOCIATED RECOMMENDATIONS FOR IMPROVEMENT ARE MADE. TRENDS IN CORRECTIONAL SERVICES EMERGING IN JURISDICTIONS OTHER THAN FAIRFAX COUNTY ARE REVIEWED, AND PROGRAMS THAT COULD BE SUCCESSFULLY IMPLEMENTED IN THE COUNTY ARE SUGGESTED (REGIONAL JAIL FARM, RESIDENTIAL ALTERNATIVES SUCH AS PROBATION HOUSES, INCREASED USE OF RESTITUTION, ALTERNATIVE SERVICES SENTENCING PROJECT, IMPROVEMENT OF THE COURT REFERRAL PROCESS, AND BETTER EDUCATION OF THE PUBLIC ABOUT CORRECTIONS).
