Abstract
THE COURT GIVES THE FEDERAL DISTRICT COURT JURISDICTION TO ENTERTAIN HABEAS CORPUS PETITIONS IF THE COURT IS THE MOST CONVENIENT TO THE PARTIES AND IF THE CUSTODIAN IS IN THE REACH OF THE COURT, ABANDONING THE OLD REQUIREMENT THAT THE PETITIONER BE CONFINED IN THE SAME DISTRICT.
