Abstract
The research began in 1984. Data came from reviews of records; surveys of 1,779 prospective jurors, 1,834 jurors, 47 judges, and prosecutors; and detailed analyses of 197 trials. Specific recommendations focused on achieving the following eight goals: (1) ensuring a representative jury, (2) protecting the jury, (3) making the jury's task easier, (4) reducing bias and prejudice, (5) promoting satisfactory verdicts, (6) requiring the verdict to be unanimous, (7) saving time and money, and (8) disclosing jury deliberations. 72 footnotes and appended information on jury fees and people who aided the research commission.
