THIS STUDY HIGHLIGHTS THE EXTENT TO WHICH RESIDENTS AND BUSINESSES SUSTAINED CRIMES OF THEFT AND VIOLENCE DURING A 12-MONTH PERIOD ROUGHLY COMPARABLE WITH CALENDAR YEAR 1973.
Abstract
THIS REPORT HIGHLIGHTS SOME OF THE FINDINGS OF VICTIMIZATION SURVEYS CONDUCTED IN 13 CENTRAL CITIES AS PART OF A STATISTICAL PROGRAM KNOWN AS THE NATIONAL CRIME PANEL. THE PROGRAM WAS CREATED TO ASSESS THE EXTENT AND CHARACTER OF CRIMINAL VICTIMIZATION THROUGH A REPRESENTATIVE PROBABILITY SAMPLING OF HOUSEHOLDS AND COMMERCIAL ESTABLISHMENTS. THE SURVEYS IN THESE 13 CITIES WERE CARRIED OUT DURING THE FIRST QUARTER OF 1974, AND COVERED CRIMINAL ACTS THAT TOOK PLACE DURING THE 12-MONTH PERIOD PRIOR TO THE MONTH OF INTERVIEW, A TIME FRAME ROUGHLY COMPARABLE WITH CALENDAR YEAR 1973. THE INFORMATION WAS OBTAINED THROUGH INTERVIEWS IN AN AVERAGE OF APPROXIMATELY 9,900 HOUSEHOLDS PER CITY (ENCOMPASSING SOME 20,700 RESIDENTS AGE 12 AND OVER) AND IN AN AVERAGE OF 1,535 COMMERCIAL ESTABLISHMENTS. RESPONDENTS FURNISHED DETAILED PERSONAL AND HOUSEHOLD DATA (OR INFORMATION ABOUT COMMERCIAL ESTABLISHMENTS), IN ADDITION TO PARTICULARS ON EACH CRIMINAL ACT INCURRED. THIS STUDY, CONSISTING OF SEPARATE SECTIONS ON EACH OF THE 13 CITIES, TOGETHER WITH GENERAL INTRODUCTORY AND TECHNICAL SECTIONS, PRESENTS ONLY SELECTED FINDINGS FROM THE SURVEYS. THE SECTION FOR EACH CITY PROVIDES, ON A CRIMEBY-CRIME BASIS, INFORMATION ON THE NUMBER OF INCIDENTS AND VICTIMIZATIONS; ON VICTIMIZATION RATES, INCLUDING THOSE DIFFERENTIATED BY CERTAIN SOCIOECONOMIC VARIABLES; ON THE VICTIM-OFFENDER RELATIONSHIP, WHERE APPROPRIATE; AND ON THE PROPORTION OF VICTIMIZATIONS CLAIMED BY RESPONDENTS TO HAVE BEEN REPORTED TO THE POLICE. FOR THE PERSONAL SECTOR, CRIMES REPORTED IN THIS SURVEY ARE RAPE, ROBBERY, ASSAULT, AND PERSONAL LARCENY; FOR THE HOUSEHOLD SECTOR, BURGLARY, HOUSEHOLD LARCENY, AND MOTOR VEHICLE THEFT; AND FOR THE COMMERCIAL SECTOR, BURGLARY AND ROBBERY.
