EFFECTIVE CRIMINAL LAW AND CORRECTIONAL REFORM IN WEST GERMANY REQUIRES THE ESTABLISHMENT OF A CRIMINOLOGICAL SERVICE TO PROVIDE EXPERT ASSESSMENTS OF OFFENDERS' PERSONALITIES FOR SENTENCING AND CORRECTIONAL DECISIONS.
Abstract
ALSO NEEDED IS A CENTRAL INSTITUTE FOR CRIMINOLOGY WHICH WOULD PROVIDE BASIC RESEARCH IN THE DIRECT APPLICATION OF CRIMINOLOGICAL THEORIES, AND DATA TO THE EVALUATION AND IMPROVEMENT OF CRIMINAL JUSTICE PRACTICES. THESE INSTITUTIONS ARE NECESSARY FOR THE SUCCESS OF RECENT WEST GERMAN REFORMS WHICH BASES SENTENCING AND CORRECTIONS ON RESOCIALIZATION AND INDIVIDUALIZATION. AGENCIES PROVIDING ASSESSMENTS OF OFFENDER PERSONALITIES EXISTED IN GERMANY UNTIL AFTER THE SECOND WORLD WAR, BUT THEY WERE NOT CONTINUED BY THE WEST GERMAN GOVERNMENT. THIS VOLUME TRACES THE HISTORY OF THIS TRADITION, COMPARES IT WITH SIMILAR INSTITUTIONS IN OTHER COUNTRIES, AND URGES ITS REESTABLISHMENT. --IN GERMAN
