This background report deals with the care and service needs of people with AIDS and HIV infection in New York City and Northern New Jersey. The report shows that AIDS is a beacon that focuses attention on gaps in health and social services; what began as an examination of the problems of people with AIDS and HIV infection has become an increasing awareness that health care for all is endangered.
Abstract
The impact of AIDS on New York City's hospitals is far out of proportion to its impact on any other city. The hospitals' occupancy levels are extremely high: emergency rooms are backed up; staffing shortages are critical; and revenues are not covering costs. The seven major points covered in this background report are AIDS and the future of hospital care; long-term care; an expanded role for community-based organizations; housing, homelessness, and the impact of HIV disease; preventing discrimination in the care of AIDS/HIV patients; planning for early intervention in HIV disease; and the special needs of women, children, and adolescents. In the course of this study, the Commission met with persons with AIDS to hear testimony about their difficulties in obtaining care. Five interviews are included in the report to bring to life the kinds of problems people with AIDS face as they seek health care and supportive services. 5 tables and 48 notes
